JUNIATA PARK — A 57-year-old man who pleaded guilty in the April 2025 killing of a woman on East Luzerne Street is now charged with murder in the death of a second victim, an Allentown man who died this month more than 16 months after the double shooting, according to court documents reported by NBC10.
On April 30, 2025, Jaylisa Quinones Pinet, 33, of Philadelphia, and Jose Ramos Cepeda, 39, of Allentown, were shot on East Luzerne Street in Juniata Park. Quinones Pinet died from her injuries. Ramos Cepeda spent more than a year hospitalized before he died Sept. 13, according to court records.
Philadelphia police, who had asked for the public’s help locating Deiby Rivera Gonzalez after the shooting, arrested him in November 2025. He has pleaded guilty to charges including third-degree murder in Quinones Pinet’s death and is awaiting sentencing, NBC10 reported.
Prosecutors filed a new murder charge against Rivera Gonzalez on Tuesday in connection with Ramos Cepeda’s death, court records show.
According to documents obtained by NBC10, investigators recovered surveillance video that they say showed a masked gunman armed with an AR-style rifle approaching the victims and firing multiple shots before fleeing.
Court records state that Quinones Pinet was holding a cellphone in her right hand during the encounter. Detectives wrote that the suspect appeared to be carrying the phone in his left hand as he ran away, and police said no cellphone was recovered from Quinones Pinet when officers arrived.
Ramos Cepeda’s partner, Xenia, told TELEMUNDO 62 that before the shooting, Rivera Gonzalez confronted her near her child’s school. She said he tried to force her into his vehicle, assaulted her and threatened her, but she managed to escape. She said she later returned home and found both victims with gunshot wounds.
Rivera Gonzalez’s attorney did not immediately respond to NBC10’s request for comment.
Sentencing in the original case is scheduled for Nov. 26. A preliminary hearing on the new murder charge is scheduled for Oct. 13.
Rivera Gonzalez is presumed innocent of the new murder charge unless and until proven guilty in a court of law.
