Shawn Hagan, 46, of Northeast Philadelphia, a former Philadelphia police officer and the owner of Hagan Home Concepts, has been charged in a multi-county home-improvement fraud case, according to Bensalem Township Police, reporting by NBC10, and The Philadelphia Inquirer.
Police in Bensalem, Middletown, Upper Moreland, and Aston accuse Hagan of defrauding at least five families of about $255,000 for home-improvement jobs that were abandoned or botched, authorities and the Inquirer reported. He faces felony charges including theft, deceptive business practices, receiving stolen property, and home-improvement fraud. Hagan is presumed innocent on all charges.
Hagan was arrested in August in Bucks County. Bail was set at 10% of $750,000, and he was held at the Bucks County Correctional Facility, according to Bensalem police and NBC10.
He retired from the Philadelphia Police Department in February 2024 after a career in South Philly’s 17th District, the Inquirer reported. The Inquirer also documented prior Internal Affairs complaints and lawsuits involving Hagan from his time as an officer; those are attributed reporting only, and no outcomes are asserted here. He remains presumed innocent on the pending contractor charges.
