A 66-year-old Philadelphia man has been sentenced to seven to 20 years in prison for fatally shooting his neighbor after an ongoing dispute in Mayfair, KYW Newsradio reported.
William Pulver pleaded guilty last November to third-degree murder and firearms offenses in the June 2024 death of 65-year-old Patricia Shinn. Prosecutors said Pulver shot Shinn multiple times in the back near their homes on Montague Street near Princeton Avenue.
During an emotional sentencing hearing, Shinn’s family remembered her as a loving and generous mother, wife and sister who had survived a years-long battle with breast cancer. Her son told the court that Shinn loved animals, children and Philadelphia sports, while her sisters spoke about her devotion to her family.
Pulver’s attorney told the court that he struggled with significant mental health issues and addiction and was extremely remorseful for killing Shinn. When given the opportunity to address Shinn’s family and the court, Pulver declined to speak or offer an apology, according to KYW.
He was sentenced to seven to 20 years in prison.
